So what&amp;#39;s our (progressive America&amp;#39;s(?)) problem (if you also agree that the initial covering date should be moved forward)? Are they worried about altering the sales&amp;#39; calendar? Out of sync with rest of N. Hemisphere world? Our climate isn&amp;#39;t so different-they all should change. Perhaps it&amp;#39;s worries about &amp;quot;nomenclature&amp;quot;-big deal, we can easily adjust. &amp;nbsp; &lt;/p&gt;

&lt;p&gt;Agreed. This is what they do in Australia and New Zealand--instead of a cutoff foaling date, they have an earliest covering date (September 1st). Makes it easier for everyone involved. There are a lot fewer covering sheds to police than there are barns and paddocks to search for newborn foals.&lt;/p&gt;

Then, make it a hard rule that no mare can be covered before that date (whichever one is mandated). I think this could be policed fairly well. Should a mare then foal prior to 10 mos. 15 days the following year the foal should still be considered eligible to race as if born with the intended conceiving crop.-the &amp;quot;test&amp;quot; should be when covered, not when born. &amp;nbsp;&lt;/p&gt;
