The Texas horse industry lives and dies by odd-numbered years. The Lone Star State is one of the few states whose legislatures only meet biennially, and when lawmakers do come together in Austin, it’s for only 140 days. To Thoroughbred horsemen, those 19 months between sessions can seem endless and hopeless as an increasing amount of money bleeds out of Texas and into the slot machines fueling purses in Louisiana, Oklahoma, and New Mexico.
