SEC. 30 (A) OF THE Illinois Racing Act says: "The General Assembly declares that it is the poilcy of this state to encourage the breeding of Thoroughbred horses in this state and the ownership of such horses by residents of this state in order to provide for sufficient numbers of high-quality Thoroughbred horses to participate in Thoroughbred racing meetings ... "
